It sounds like the top layer of your skin is getting really dried out so when you rinse off the lotion it dries out again.
When you apply the lotion after washing your face, you seal in some of the moisture your skin has absorbed.
Pool water has chlorine so it strips your skin of it's natural oils & the lotion.
To help minimize this, apply a layer of waterproof, oil-free sunscreen even though you might not need it. This will help protect your skin so it doesn't get so dried out. Neutrogena is a good brand.
After you swim, use a mild soap like Cetaphil or Aveeno bar soap, Dove for sensitive skin or Cetaphil liquid face wash to remove the remaining sunscreen. Then re-apply a thin layer of lotion if needed.
If you protect your skin before swimming and use a mild cleanser, then your skin shouldn't be so very dry.
The other thing to consider is switching to a milder cleanser in the morning since your face is relatively clean.

Oh I know what you mean. I swim competitively and I have black dyed hair that is very long - down to my belly button. Shower quickly and dry you hair some with a towel. Comb through it and then tie it up in a loose bun. A lot of the time I do this and then wear a headband or sunglasses on my head. Put moisturizing foundation on and lip balm to moisturize your lips.

Hmmm, well that certainly doesn't seem normal! I would suggest going to a dermatologist and finding out why your skin reacts that way. If lotion doesn't work, I don't know what would. Hopefully the dermatologist will know of something. Good luck!

Try to use the Aveno moisturizer. It works great and you can even get it with SPF 15 or SPF 30 so you don't get burned.

cocoa butter, I know its oily but your skin will need it with that Duac its serious acne medication....good luck!
