Here is the Czech course you are thinking about: http://www.ujop.cuni.cz/page/en/strediska/praha_albertov/kurz23.htm
It is offered by Charles University, in Czech Univerzita Karlova -- homepage in English is http://www.cuni.cz/UKENG-1.html
The Czech course is not very cheap, though -- the one year intensive course which will give you enough of a basis in Czech to take university courses is 3,500 Euros, and this must be paid in advance.
You will probably be in Podebrady instead of Prague, a little cheaper and okay in terms of looking for work (it is a spa town so lots of hotels, restaurants who also need non-English foreign languages esp. Arabic, Russian and German, plus the usual grocery stores in Podebrady and esp. nearby Nymburk and Kolin).

The course offered by Charles University is very intensive and they have been doing this for years. Students from everywhere, even people whose native languages are VERY different from Czech -- Vietnamese, Arabic -- complete the course and go on to study in Czech. The emphasis is on understanding Czech, and if you study hard you will be able to understand and communicate well after one year.

And then you are right -- as long as you are studying in Czech, your university studies are free of charge. You just have to get in. See http://www.ujop.cuni.cz/page/en/info/vseobecne_info.html
There is also information about getting a student visa there.
But also look at the section about chances of being admitted. If you want to study psychology or law, your chances are almost zero. If you want to get into a technical field, though -- and the Czech technical universities are truly excellent -- you will likely be admitted.

As to whether you would be able to work on your student visa, the answer is yes but only part-time / short-term work ... but that's what you want, isn't it?

Costs per month: around CZK 5,000 / month for a room + around CZK 3,500 / month food and local transportation = CZK 8,500 per month which is 300 Euros. Basic part time jobs pay between CZK 60 and 100 per hour, depending on how physically / intellectually demanding the work is. Consider work at a restaurant or cafeteria so you can save on meal costs.

Once you have mastered Czech (after a year in college), look into translation work from Czech into your native language. The rarer your native language, the better the pay!

Good luck

Czech republic is one of the cheaper parts of Europe to live, but Prague itself is nearly as expensive as western Europe. So try to study and live in one of the other towns.

Czech language is not easy, (I have tried to learn a little Slovak which is a closely related language and I found it very hard,) so you will need to work hard for it.
If there is no possibility to work officially when studying, think about teaching business people or other students.

There seem to be a lot of jobs teaching English over there. You could do that while going to school.
