A police statement is whatever you want to say about events in YOUR OWN WORDS. So if you use the word Black or whatever then as long as this describes the event as closely as you remember you can used ANY words to describe ANYTHING.

Negro wasn't even PC when it was used commonly. African-American is still acceptable, but Black is the currently preferred term.

Yes, the term "black" is more preferred. It is quick to the point and less confusing.
