No. It is God's decision. Not yours.
You sound as though you suffer from scruples....you should talk to a priest.
If you have been to Confession, God has forgiven you- don't put limits on God by telling Him you don't deserve His mercy. None of us do.
When we get what we deserve, it is justice.
When we don't get what we deserve, it is called mercy.
When we get what we don't deserve, it is called grace.

Okay, let's look at what you mean by "hell." If heaven is being with God, then hell is being separated from God. Catholics believe that God never abandons us; if anything, we are the ones who turn away from God and don't accept God's love and forgiveness.
In the end, no one can truly know what God will do. I personally am more concerned with you no being able to let go of your guilt. Prayer is VERY important, but sometimes a trained therapist can be very helpful too.

Guilt is something we all struggle with, and how we respond to it varies from person to person.
The reason Jesus went to the cross for us, was so that his blood would be an atonement for all sins.
Guilt from sin, partly comes from the knowledge that we shall repent - but, then sin again in the same way. Or, perhaps we feel we sinned in a greater way than we ever thought we could.
But, when God forgives us, the bible says he forgets our sins.
If we love Him and wish to imitate His love... we need to forgive ourselves. It may take a lot of prayers... to be able to see the forgiveness we have for ourselves.
The fact is, we all deserve to be separated from our Creator, forever. But, that is not what He wanted. He wanted more, and so... He has given more through Jesus.
It really is up to you... do you want to be forgiven and be with the Lord? If so... then listen to Him. Believe His words... it is not enough just to believe in Him. You need to believe what He tells you.
Confession is just that...confessing of your sins. That does not communicate your fears, and frustrations to the Lord. Prayer does that...
I would suggest that you spend some time in prayer. Talk to God, like King David did. If you want to know how... read the psalms. The bible states that David was a man after God's own heart. So, read what he wrote. He knew how to pray. He understood what God was looking for in our hearts.
God bless you...

Perhaps the trouble is that you don't feel that you are making a GOOD confession. If you make a good confession and if you are not in a state of mortal sin, you can trust that God will be merciful to you. Remember, He WANTS you to go to heaven, not hell, and He gives us the sacraments to help us get to heaven.
Don't delay. Read the link below, prepare yourself and get to confession as soon as you can. You will feel better afterwards, really.

We are all sinners, everyone struggles with sin on a daily basis. There is no sin so terrible that the Lord will not forgive you, He is so loving & merciful it is beyond human comprehension. When you go to confession & confess your sins to the priest, your sins are forgiven by God, they are washed away. Why hold on to the guilt that accompanies sin when that sin is already forgiven by God? Trust in Jesus
The mercy of Jesus is far greater than our sins. I pray that you find comfort in his Divine Mercy.

You will go to {HEAVEN} my love, however you must pay a dear price for what you desired and who you became. Unless on one condition: "Do you want to know the how the mind and heart of a divine heavenly {FATHER} shows his child what [not] to do, as a result of the worlds' birth pain?" "Ask {RomanGabriel} to tell the truth or dare to fall head first into the boundless mirror which descends and then ascends toward your beautiful reflection". Then you will be cleanzed of all sin forever more.

If you still feel guilty, you have not accepted God's gift of forgiveness. You need to love yourself enough to accept this gift.

As I am not God, I can't answer that question.
Just keep doing your best, and pray that it will be good enough.
