i'm married to a japanese & working here to.my 1st visa was one year.second time immigration give me three years.next year Feb.i need to re-apply can't i try to apply for permanent visa.or immigration allow me to give permanent visa.thank you!!!

Study the Immigration rules if you are already allowed to apply for a permanent visa. Long stay in the US plus a credible employment record could be an advantage on your part to have a change of status.
