The BBC website suggest February with the following description which includes the "R in the month" saying but obviously this is for the UK. For other regions of the world I'd suggest that the colder months would be best. -
Often regarded as poor man's shellfish, mussels are cheap and plentiful.
In the wild, they grow on coastline rocks and stones but they are also farmed off suitable coastal waters.
Scottish waters are perfect for mussels to grow and, indeed, mussels were collected and eaten by Scottish peasants.
It was common for fishwives to sell them as street food, setting up stalls selling mussels in saucers with a little cooking broth.
If you do collect your own mussels, make sure the waters are unpolluted and avoid hunting for them in the warmer weather as mussels are only in season where there is an 'r' in the month.

The month with an R only applies to the Northern hemisphere.
That's a nice general rule but can be a problem if you have warmer than usual weather or water temps. Because they filter water for food they can concentrate toxins from the water. So if there is an unusual algae bloom for instance. Like red tide, the mussels could be tainted no matter what month. Personally I like mussels as much or more than oysters but when I lived in So. Ca. I would only collect them in mid Winter.

They used to say that you only ate mussels when there was an 'r' in the month.
However, it is now possible to eat cultivated mussels all year round.

Any with an R in it. I used to collect mussles from the beach as a girl - although I would not recomend it these days with pollution levels as high as they are on most shore lines. Ps-always ensure you remove the "beared" the hairy bit that sticks out of the end of the uncooked shell.

Shellfish are said to be good to eat when there is an R in the name of the month in the U.K. This may not apply to other parts of the world.
