I will say it real low, whip your nose, or hand them a tissue very discreetly. That's a lot better than "EEWWW you have a booger in your nose" LOL I just hate how you have spoken to several people and then come to find out you had something on your face, teeth or a booger. Makes you want to go to the other folks and say, Dude you couldn't let me know??

The most delicate way to help that person is to kindly hand them a tissue or napkin and say nothing, but look at their nose.
I did this for a good friend once, he realized what it meant immediately, as he asked me about his nose, then made the correction. He was more than gracious for my "discretion" and very thankful.

Say quietly "It looks like you have a little fluff/paint chip/crumb on your nose...here, I think I have a tissue..."
Even if you don't have a tissue, the problem will be immediately rectified by the boogee.
Technically though, such a thing would never be noticed by a polite person.

Say their name and make sure they have your attention. Then, pretend that you have an itch on your nose, and they'll probably catch on. And then just say something so you don't look stupid either.
