It's not a hacker, its an ex. Someone who knows the answers to the questions to get your password changed. Does anyone know the steps to prove it and to file charges if possible? How serious will anyone take this if we try and pursue it?

Can you change your security questions/answers? If so, make up some new answers that only you would remember. They don't have to be the real answer that your ex would know. Then change your password. If you have trouble again, you have a hacker, and it's not your ex.
