go into zone alarm and located the page that allows a URL to be unblocked

You can go into Zone Alarm and allow the firewall to allow that program to download or you can disable Zone Alarm just enough to download the program.
Also, it may be blocking it because it's from a phishing site or a site with known malware. Zone Alarm will block that stuff.

Disable your Zone Alarm firewall/active protection. Then download it. It should work.

If you really want this programme, turn off Zone Alarm, download it and put ZA back on.
