Depends on where you are...
In your own home you can do any electrical changes you feel qualified to do in some areas.
In other areas, you are supposed to get a licenced electrician to do anything more difficult than swapping a ceiling fan for a light fixture.

People without qualifications can change sockets and fittings but for wiring and ALL bathroom work a qualified electrician (with part p) is required.
