Should one of the army's other duties be to protect hotspots where illegal immigrants can get in?

No. Illegal immigration is a law enforcement problem, and the military should not be used for law enforcement except in a state of martial law.

Because that would be a violation of the Posse Comitatus laws of the U.S.

The U.S. military cannot be used to perform normal law enforcement duties.

I would say the Air Force and Navy should. They don't do anything else.
