Puppies should not be shedding "like crazy" I would have the vet do a skin scrape to check for other issues.

First, take him to the veterinarian to check for any possible reasons besides normal shedding. If it is simply shedding, and not a disease that results in shedding...

1) Buy a brush that is specific to the type of coat your dog has (go to http://www.drsfostersmith.com/pic/article.cfm?acatid=396&aid=302 for more details).
2) Find a type of dog food that will help stop shedding. The food should be of higher quality and should have good digestible protein sources.
3) Bathe your dog occasionally with a shampoo that cleans the dog without drying up the skin.

Usually, dogs shed more often in the summer, so if the above tips don't work, don't fret. If absolutely necessary, a fatty acid supplement can be given to your dog, which keep their coat healthy and prevents hair damage.

My puppy had really bad dandruff and was shedding quite a bit when we got him. The vet had us start using a supplement with Omega 3 fatty acids (fish oil). We just have to squirt it on his food twice a day. You can either get it from the vet or off the shelf at a pet store. It has done wonders for him. He no longer has the dandruff and hardly ever sheds.

Call your neighbor and find out who their vet is. Puppies should not be shedding until they have bald spots. That's not normal. It could be stress, yes, but it could also be mange, heartworm, allergies to fleas or ticks, a lot of things that are very hard on a puppy's health. Play it safe, call the neighbor and get that puppy in to a vet. Its bald spots are definitely not normal.

Your puppy could be shedding alot because an adult coat is coming in. Take the puppy to a groomers or wash him yourself and brush him until he is dry. It is much easier to get those loose hairs out with wet fur. Be sure to brush your dog every day to keep his coat looking good.

Brush him...get the brush with the tiny metal bistles that are slightly bent...(the one that looks like it hurts)...those are especaily made for dog like yours. It gets to the bottom of the fuy to gather all of the sheded fur. It doesnt hurt them though...I believe it is called an inferminator...
