Allah says eventually hell will be empty so even athiests after extensive punishment will be in heaven. But, a Martyr will be in heaven even before the day of judgment. And Allah knows what's in a persons heart, that's why he is all forgiving and merciful.

It was reported in the hadeeth of al-Miqdaam ibn Ma’di Karb that the Prophet (peace and blessings of Allaah be upon him) said:
“The martyr (shaheed) has seven blessings from Allaah: he is forgiven from the moment his blood is first shed; he will be shown his place in Paradise; he will be spared the trial of the grave; and he will be secure on the Day of the Greatest Terror (the Day of Judgement); there will be placed on his head a crown of dignity, one ruby of which is better than this world and all that is in it; he will be married to seventy-two of al-hoor al-‘iyn; and he will be permitted to intercede for seventy of his relatives.”
According to another report, the martyr has six blessings from Allaah. According to other reports (the number is) six, or nine, or ten.
(Narrated by al-Tirmidhi, who said it is a hasan hadeeth. Also narrated by Ibn Maajah in al-Sunan, by Ahmad, by ‘Abd al-Razzaaq in al-Musannaf, by al-Tabaraani in al-Kabeer, and by Sa’eed ibn Mansoor in al-Sunan).

I don't believe in god or heaven but if I did, I'd say the Islamic Martyr would be go to "heaven" since they would be the only one who sacrificed their life instead of renouncing their faith.
And why would the mass murder go to heaven? He/she would have killed tons of people. And I know, "god" supposedly forgives those to apologize but all you religious people think, would you want the person who murder your loved ones and countless other getting off scott free in the afterlife?
An as for the atheist, how can they go to a place which doesn't exist?

Allah All Mighty knows better.
But I can tell you what is said as per Islam.
1. A Muslim martyr, if his/her martyrdom is accepted by Allah, definitely would have the best place in Heaven.
2. A mass murderer, if his/her forgiveness would be accepted by Allah, and his/her other acts are good, he/she believes in Allah and the hereafter, yes, will go to heaven. Allah will give reward to all others who were killed by the murderer in response to his forgiveness.
3. An Atheists, I doubt. as per teachings of Islam, no.

The atheist would have the best chance having harmed nobody. Both the mass murderer and the Islamic terrorist (nicer name than "martyr") will have some serious karma to work out before heaven becomes a possibility.

The Islamic Martyr would be granted paradise, assuming he died fighting for the oppressed or for peace and justice. The mass murderer would go to paradise, assuming his repentance was sincere and he stopped the crime he was committing against humanity. Though the atheist would have to accept God's oneness to be able to enter paradise. God Knows best!

Even Muslims can't tell they'll go to even, even Martyrs. islam teaches so.. Heaven iks a mercy from God and cannot be achieved by actions.
who knows? Perhaps pagan men who fed a hungry dog will join the people of heaven, while a Muslim Wroshipper who prays, fasts, pays charity, and is perfect have a corrupted heart; leads him to hell...
Quran says:
"Say: Shall We inform you who will be the greatest losers by their works? Those whose effort goeth astray in the life of the world, and yet they reckon that they do good work. " (The Cave - 104)

The mass murderer. You have probably heard of Saint Paul, the guy who wrote all those letters in the Bible. HE was a mass murderer. He stoned the first Christian to death. Many of the great saints and many Christians have been enormous sinners in the past, as well as all of us.
