Because that the way U.S.A. does. Most likely each State is responsible for much of it's Revenue (Money/Income), thus, they want everything registered to their State for revenue. In America if a person live in New York and the car is registered in Texas, that person not providing revenue to New York (Where they live), they are giving revenue to Texas.

OK I am going to assume this question is about America (I don't know where India figures in).
There certain laws that are federal law and some that are state laws. The motor vehicles are all STATE law. So each administers their own population and cars in their state boundary.
Believe it or not in USA not MURDER is NOT federal crime but state crime. That's is why there's such difference in treatment of same crime from state to state.
The Federal government only usually handles law that States do not handle or laws that the States cannot handle (interstate issues). Stuff like cars are too "low" for the federal government.
