It's just the case in Windows. This is because Microsoft Office is completely a different sector from Microsoft Windows. It will be a lot more tedious for the company to install Office into practically ever Windows CD that they ship / sell. However with most Linux distros, you get a fully functional office suite pre-loaded. These distros just work 'out-of-the-box', everything basic is provided whereas anything else can be freely downloaded.

Because MS Office costs several hundred dollars, especially if you want Office Professional. That can double the price of a computer, which scares off customers. Customers usually look at the bottom line, and if they see the higher price they're less likely to pay it, especially if they don't really want or need office software.

If you have a genuine office licence, you can transfer it to a new computer. So if I were to sell my computer, I would keep office and sell just the hardware.
So, even when someone sells the computer, they still need office.

Because software also need extra cost to purchase and use it. So, usually only OS will be given and you might need to purchase others software yourself.
