I have a friend who is leaving in 1 week and having trouble getting her husbands passport? Just wondering how many other people are having their own difficulties?

I had to wait 1 month to have my passport renewed and then wait 2 months for the visa to be put in it. I hope your friend left enough time for the passport to be processed. You can ask for it to be processed as an emergency but it will costs more money. Your immigration system will always stress that you shouldn't book flights if you don't have your passport in your possession.

I renewed my passport via expedited service over 5 weeks ago. I actually got through to the passport center on the phone several times, but that was basically useless. Each time they said they would 'forward my travel date (to processing center) again.' Two days ago I contacted my local Congressman who's office contacted the passport center, and my passport hadn't been started yet. I am supposedly going to receive my passport within the next 3-4 business days per my Congressman's request. I can't verify this, I am close to missing my trip.

What do you mean by trouble? Taking too long?
It is very stressful. Start calling and record all phone conversations. Ask which agency is answering the phone. There are three, and they will tell you different things to drag on. I asked for my daughter's to be ready for tomorrow. A lot of phone calls since two weeks ago. No help, just to call again....... Eventually, I called our congressman's office, found out they have not even start to work on the passport.
CALL!

A recent news report stated there is a backlog with Passports.

Many travelers are complaining.
There is no information on when it will be resolved. Going to the Passport Office will not help.
