Are there any electrical switch that can be controlled via GSM

It's not rocket science to make one, although if you want a remote controlled commercial switch the RAM mobile data network might be a better bet.

Do you mean small switches for example, light switches or larger switches like in substations?

Modern substation circuit breakers can be tripped remotly via GSM, telephone or internet depending on the system they are connected to (The SCADA (switch monitoring system) I program will allow you to do that for example). For smaller stuff there are propriety systems that wil ldo that too - though also control over the internet is possible
