Your question made me think that I haven't left Thailand during the past two years.. Amazing! So I've been through two Octobers straight! Yes, it's a rainy season. Once it rains here, it pours. Sometimes you can hardly see the roads, if you're driving, but once it stop, it's like nothing had happened. The sun comes back and it's really hot again.
About the two sides the country, no it hot all over the country. But, glad you asked, the monsoon hits different side of the south three months alternately. That is the gulf of Thailand for three months and the Andaman sea for another three. So we are advised not to go during the storm hitting the area, especially by boats.
Now, which month that which side hit, I really don't remember. So you'll need to ask another question. I might google it for you.

September is the rainiest month of the year in Thailand. October is coming to the very end of the rainy season. Some years we hardly get any rain at all in October and last year we got allot of rain the first 2 weeks of October, then none.
However, Thailand is a large country and Dave O answered in correctly. The Phuket side is usually dry (west coast) and the Gulf of Thailand (east coast) will usually get some rain in October.
It hardly ever rains for more than a couple hours so the whole day is never lost here. While sunbathing might be out, there are 5 million other things you can be doing and totally enjoying yourself.
A day in Thailand, rain or shine, is a better day than most other places in the whole world

I have never been at that time because it is too rainy. There is no difference between one side of the coutry and ther other if you are talking about Krabi/Koh Samui. I have been there between November and August and there can be heavy rain up til New Year, but it is often just a heavy shower and then dries up and the sun comes out, so sunbathing is limited, but not impossible.
Any time in Thailand is better than no time there at all!

You know what ?
Rain season don't mean it rains always. It can be some hour of the days- sometimes in the night, and its dry within 1 hour after again.
The only thing who might be a problem is that the beach water turns more yellow, because of the overflown rivers during the rain season. But this don't happen all places. But Hua Hin and Pattaya is some examples.

it is the rainy season yes, but it's also a damn site cheaper because of that.
i was in koh samui, phuket and krabi in october and it did rain BUT, not all the time, and certainly not all day. you'll probably find there will be tropical showers quite frequently but they come and go very quickly and when they're gone it's still very hot and very enjoyable. if it's the only chance you get to go, then grab it anyway. it makes no difference really!

Sure there is a difference - Andaman side I believe is rainier than other parts - - Cha'am does not seem to get as much rain but is closer to Bkk - You might get some rain as it is end of rainy season - at least snow is unlikely
