can I make earth in my house and connect it instead of the nuteral utility?

Are you stating that the nuetral wire connection is bad or week. I 'm not exact understanding what your getting at but for one don't mess with it if your unsure of what your doing. I am skilled trouble shooter let me tell you the countless time that I Have been shock or flash burned because of some else mistakes. I ve also seen the after math of an entire block of house powerless for 9 or ten hour because stupidity. The only dumbest question ask is the one not asked. There for I give you a star for this one.
But for one thing is you always need to have a alternating current going back to the bock also none as how you spelled it nuetral. If you just make ground or what you call earth you might show power at the plug but your appliance or anything else wont work because power go to the unit and a small portion return back . (AC) alternating current.

You are supposed to have a long (6-10') copper coated rod pounded into the ground at your house connected to the neutral and safety ground at the service entrance. If you don't, then do it.
