It works out your shoulder, deltoids, triceps, forearms and hand muscles, but it is just for endurance so it would probably make you more toned. It will definatly make you stronger however.

this helps strengthen your shoulders and forearms mostly though some smaller muscles are affected. this will not however make your muscles big and is more of an endurance and strength exercise. your shoulders will definitely be stronger though.
