The first one. You aren't storing it at multiple temperatures.

I'd say "store at temperatures below 30 degrees." This seems like something that comes off of some food product. In that case, the description is intended for more than one person. And each person can store it at any temperature, as long as it's below 30. And if it were the 2nd option, I think it would rather go "store at a temperature below 30 degrees"

both are correct if you add "a" on the second. "Store at a temperature below 30 degrees"

I would say "Store at 30 Degrees or below."
