I'm not sure it says much of anything, really! I see professional women like that any time I am in a place of business (some exceptions notwithstanding). It just shows to me that they have good fashion sense.

Depends how high they were, if they were like more than 5 inches, I think she either has no clue that she is giving the wrong idea or she can't help to call attention to herself. Either way I think its in bad taste and unprofessional.
