What really is wrong and right anyway?

I mean seriously...

I hear all the time that if you have feelings for a girl u should just let her know so u dont live with the regret of never telling her

yes u may get shot down/rejected/whatever and may even ruin a great friendship

so people say dont tell her u like her but show her with ur actions/by what u do, that u like her

is this true? what is the right and wrong things to do in this situation?

I think i may have given off a big hint to a girl that i like her and i havent gotten a response back from her yet (not good i know) but as long as she knows its good right? or no?

ps - in the past ive liked a girl and never told her and she got a bf and then i was like damn i liked u, and shes like oh u never told me

tough one! put yourself in the other persons shoes and think about if one of your mates that a) you liked like that, and b) you didnt like like that and think what you would do then try and relate it to your dilema. try being a bit cute and flirty (not lots just subtle) and see if she does it back
