If you don't want the jello to soak into the cake, make the jello with cold water. Use just enough boiling water to dissolve the jello powder, about 1/2 cup. Then pour in cold water once the powder is dissolved. Let it set on the counter to thicken slightly, so it doesn't just soak into the cake. After you pour the pudding on the cake, put it in the refrigerator quickly so the jello will set up completely. I hope this is what you were looking for.

Make the cake and jello separate. After the jello is ready, you just place it slowly on the cake. Make sure the cake has been cooled off tho.

Cook the cake in a spring form tin (one who's side can come undone). When cooked and cooled, trim the top level, then invert (Turn upside down) the cake and place back into the tin. This is done so the top is flat. Make up the jelly, and WAIT until it is at least half set. Only then pour it on top. That will allow the jelly to sit on top of the cake, rather than sinking into it. Place in fridge until fully set. Then with a sharp knife, loosen the jelly from the tin, release the spring form, and place on a plate to serve.
That's how you get the jelly to sit on top, instead of sinking in.

I haven't tried this but I've read that for stopping the topping from soaking into cakes and tortes one should spread the top of the cooled cake with jam, this seals the 'pores' of the cake.

put a little cement mix in your cake batter so it don't sink when you put the jello on top of it.
