According to WT literature, it is a sin. But the WT has adopted a "don't ask, don't tell" policy in this regard after getting themselves in a bit of trouble with their definition of the Greek word porneia.
In the 1950's (Oct 1, 1956 wt) the WT states that homosexuality is not scriptural grounds for divorce. Even if your mate is a promiscuous homosexual. Sorry. They didn't define porneia that way.
As homosexuality became more common, the WT printed a Question in the Jan 1, 1972 WT which reiterated their long-standing position on the issue. By then, more and more Witnesses were finding themselves in this deplorable situation with no hope of relief. Although common sense would indicate that the WT was wrong, the WT was not backing down. This meant that if you divorced a cheating promiscuous homosexual mate and wanted to remarry, you would be excommunicated if you actually went through with the marriage. The publication of the Jan 1, 1972 WT did not go over well.
By the end of the year, (Dec 15, 1972) the WT was able to "see the light" and revise their definition of porneia which would henceforth allow that homosexuality would be scriptural grounds for divorce.
Likewise, the WT "guide" about sex practices within marriage also stirred up a hornet's nest, particularly on the part of dedicated Witnesses who were married to "unbelievers" who didn't feel the need to abide by the rules set forth in the Watchtower. Thus eventually the "dont ask, don't tell" policy eventually evolved.

There was only ever one law given by Jehovah. That was the law of Sinai slavery (Galatians 4:21-31) He had contracted exclusively with Israel, from which and the debt incurred by them through wilful, wanton disobedience to that law Jesus their Messiah had redeemed them.
Humanity was NEVER under any law from God. That is why religion was invented. Jesus came to free Israel. A look at the law shown that the marriage bed was a sacred place to transmit life to offspring and do so with the greatest of pleasure without restrictions. The law was only concerned with who you can or can't do these things with. Close relatives a NO NO to prevent inbreeding and associated genetic diseases. Men with men a NO NO, because poo is not only dead, but contains no live ova simply because it is dead and is therefore not only infertile but a male is also wanting a harbouring Uterus, since he is not a wombman.
OK you married couples, you can do whatever you like or wish to do in the marriage bed subject to two biblical suggested provisions 1. if it absolutely initially offends, don't force the issue and go without as in the matter of eating meat offered to Idols (1 Corinthians 8:1-13) once your partner understands the broad spectrum of available pleasures a change of opposition might result and 2. subject to the law of the land (Romans 13), like the Apostle Paul said in 1 Corinthians 6:12 and 10:23-24 'all things are lawful, since the law was abolished in Christ, but not all things are advantageous..

The Christian Congregation of Jehovah's Witnesses does not interest itself in a married couple's specific sexual practices. When a married person performs oral or anal sex on his or her spouse, he or she does not commit "fornication" as the term is used by Jehovah's Witnesses.
(1 Corinthians 7:2-3) Because of prevalence of fornication, let each man have his own wife and each woman have her own husband. Let the husband render to his wife her due; but let the wife also do likewise to her husband.
However, a Christian who debases his or her spouse by insisting upon or forcing degrading sexual practices likely commits "uncleanness", which can be a serious sin.
A Christian who brazenly advocates any particular sexual practice (even for within marriage) likely commits "loose conduct", which can be a serious sin.
(Ephesians 4:18-19) Because of the insensibility of their hearts. Having come to be past all moral sense, they gave themselves over to loose conduct to work uncleanness of every sort with greediness.
Most true Christians (such as Jehovah's Witnesses) have the good sense and godly devotion to respect their spouses and keep their intimate details private, so it is almost unheard of for this matter to require the attention of any elder body among Jehovah's Witnesses.

Fornication (Greek, por·nei′a) applies to illicit sexual relations outside Scriptural marriage. It includes adultery, prostitution, and sex relations between unmarried individuals as well as oral and anal sex and the sexual manipulation of the genitals of an individual to whom one is not married. A person who unrepentantly practices fornication does not belong in the Christian congregation.
Loose conduct (Greek, a·sel′gei·a) denotes “licentiousness; wantonness; shameless conduct; lewdness of conduct.” The New Thayer’s Greek-English Lexicon defines the Greek term as “unbridled lust, . . . outrageousness, shamelessness, insolence.” According to another lexicon, loose conduct is a form of behavior that “violates all bounds of what is socially acceptable.”
As the foregoing definitions show, “loose conduct” involves two elements: (1) The conduct itself is a serious violation of God’s laws, and (2) the attitude of the wrongdoer is disrespectful, insolent.
Therefore, “loose conduct” does not refer to bad conduct of a minor nature. It pertains to acts that are serious violations of God’s laws and that reflect a brazen or boldly contemptuous attitude—a spirit that betrays disrespect or even contempt for authority, laws, and standards. Paul links loose conduct with illicit intercourse. (Romans 13:13, 14) Since Galatians 5:19-21 lists loose conduct among a number of sinful practices that would disqualify one from inheriting God’s Kingdom, loose conduct is grounds for reproof and possible disfellowshipping from the Christian congregation.
Uncleanness (Greek, a·ka·thar·si′a) is the broadest of the three terms rendered “fornication,” “uncleanness,” and “loose conduct.” It embraces impurity of any kind—in sexual matters, in speech, in action, and in spiritual relationships. “Uncleanness” covers a wide range of serious sins.
As recorded at 2 Corinthians 12:21, Paul refers to those who “formerly sinned but have not repented over their uncleanness and fornication and loose conduct that they have practiced.” Since “uncleanness” is listed with “fornication and loose conduct,” some forms of uncleanness warrant judicial action. But uncleanness is a broad term that includes things that are not of a judicial nature. Just as a house may be somewhat dirty or completely filthy, uncleanness has degrees.
Paul said, according to Ephesians 4:19, that some individuals had “come to be past all moral sense” and that “they gave themselves over to loose conduct to work uncleanness of every sort with greediness.” Paul thus puts “uncleanness . . . with greediness” in the same category as loose conduct. If a baptized person unrepentantly practices “uncleanness . . . with greediness,” he can be expelled from the congregation on the grounds of gross uncleanness.

It used to be that you could get disfellowshipped for such private sexual behavior...They h ave "NEW LIGHT" now and decided to change their beliefs once again and make it a matter of conscience.
They would have to disfellowship everyone....then who would buy their magazines.
