No. "Weird" implies only strange, out of the ordinary. "Disturbing" on the other hand suggests a deeper, more personal impact.
Note the difference here--
1. The man at the bank was wearing a weird hat.
2. The man at the bank wore a disturbing shirt.

No.

Carrot Top is not that disturbing, but he is weird. Weird Al isn't disturbing.

Disturbing means that it affects you in a fashion that makes you uncomfortable. Weird just means unusual.

Anything can be unusual or weird, but the only things that are disturbing to you are those that violate your convictions and point of view.

A father having sex with his young daughter is not just weird it is very disturbing. This goes against the law, and the morals of society. That is what makes it disturbing. Unfortunately it may not be as unusual (or weird) as we would hope.

I'm not sure about Scientific/Psychological terminologies,or whatever, but to me...

WEIRD is just being different or odd, which could be a "good weird", just being your own person and marching to the beat of your own drum and not caring what others think
(Jim Carrey, "Weird" Al Yankovic)

EXAMPLE : a grown man who collects stuffed animals (toys)

"DISTURBED" [as slang,at least] could describe either a more extreme kind of weird (Quentin Tarantino, Rob Zombie, Eli Roth, Marilyn Manson, Criss Angel:Mindfreak, Eminem, my boyfriend ;) and me for liking all of them :p) or a "bad weird" where the people or things that they do actually make people uneasy, scare them, or make them wonder if someone forgot their Meds ;p

EXAMPLE : a grown man who collects stuffed animals (taxidermy)

DISTURBING goes much deeper, though, and can range to someone really being seriously psychopathic/sociopathic
(child molestors, rapists, serial killers).

No, though weird can be disturbing to some people.

Disturbing describes things which are upsetting, uncomfortable, or bothersome in some way to you, and/or other people.

Weird would be things, behavior, or appearance that is unusual, or differing from average, or normal in an unconventional way.
