Oh god yes! I couldn't figure out the smell in my kitchen once. Garbage was out, I checked the litter box in the next room, the sump, everything was fine. Finally after a week I went for the potato bag in the bin. They squished in my hands and oozed black smelly crap all over my hands. I gagged, ran to the sink, washed my hands for a good 5 minutes until the smell went away. Oh yeah, and threw the potatoes away. God that's an evil smell.

Yes. When they grow roots I think they're still ok, but you will definitely know when they're rotten- they smell really awful.

yes if you have had them a long time or if the light gets to them or the are in a warm / hot place the go soft and spongy and sometimes disintegrate

Yes. You can keep them longer by keeping them cool and in someplace dark. If they do start to rot the smell is awful!!!

If you keep them in the fridge, they stay fresher a lot longer.
In a cabinet, they start to make roots, then will eventually rot.
