Start with your nearest military base. They should have an office there for public affairs. They will be able to tell you how to request the information from the Department of the Navy.

Unless the person is a deceased relative, the chances of getting the information is nil.

ask them if they tell you great, if not its none of your business. There are many ways to get honorable discharge including completing your term of service. mind your own business
