When you register for the courses at the college -- you can check the price of Photoshop Suite with the College Bookstore -- the pricing there was (in my own personal experience -- and I did take the Web Design Course myself last semester) cheaper than any other place I could order the suite of products from at the time.

i know i'm going to have to get web design software like dreamweaver and graphic design software like photoshop....i kno how to use them and i know they are really expensive (around $300 for the CS2 versions and around $700 for the new CS3 versions). Is there a way/place i can get a discount like an education discount?

Personally, I don't believe in pirating programs--I don't care if it's expensive--there's too many things that can go wrong and will.
First off, check your state's college schooling system. For example, I go to a Wisconsin college, so I go to www.wisc.edu/wisc
You'll notice that the CS2 program is actually $199 while the CS3 program is $299-475!!
If your state does not involve itself in student cost awareness, then I would suggest going through Academic Superstore as someone mentioned above.
My suggestion though, is to wait it out a little bit until you've immersed yourself with the programs, the school's computer system and such. Sometimes if you wait a little long enough, you'll see that some teachers sometimes will drop some information about the cheapest they've seen for software for academic use.
To wrap it up, when you graduate, it is recommended that you upgrade your academic software to a professional copy to save yourself from any headaches that may arise from legalities....such as when you do freelance work, you can actually make money off from using the software (by of course using the professional copy).
A hint though: when in need of both Macromedia and adobe software, go with the CS3.

Do a google seach to "dreamweaver educational version" and you'll get some hits.
One you can try is Academic Superstore bt there are others you should check out.

There is no good reason you cant start making money with graphic design right now as a side hustle (extra income hobby) goto http://campfishbbq.com/forums/graphiceditor.php and use that extremely powerful and free graphic editing software to practice your skills and then goto fiverr.com to sell your skills for extra income.
