First of all...what is your hair type? stringy? oily? dry or frizzy? you need to get the shampoo thats right for you. and whatever you do, dont cut it short right now. you'll regret it. i personally like herbal essences shampoo, they have formulas for all type of hair. my hair is very tangly too, and what you need to do is, when youre in the shower, bring a comb in there with you, and when you use conditioner, comb thru your hair then and then rinse. (this is the best trick ever!) also, when you step out of the shower and you're drying your head, dont rub with the towel, that causes tangles.
Before you cut, try some different styles. get some hairbows/clips/headbands etc and play around with it. buy some different styling products and see what you can do. you can scrunch, straighten, curl, whatever, just dont use heat on your hair too much. it damages it (im sure you already know that)
i personally like the remington wet 2 straight straightener, but whatever you do, use it on dry hair! not wet!
you can scrunch with gel. i personally like to use an antifrizz cream (try pantene) mixed with a good gel (herbal essences scrunch gel). i dont know a lot about curling hair (my hairs naturally curly, so no need, lol!) but if you do curl, use a heat-protecting spray, my cousin uses VO5.
Also, try hot-oil treatments by tressemme. very good, and cheap too.
i try to get salon products whenever theyre on sale, they work the very best. im not very impressed with Redken, I do like Bedhead, bedhead is awesome.

oh yeah, you can also braid your hair while its wet, put gel over it, and sleep on it, and it'll be wavy when you wake up...
and... you could get layers
or bangs. but be careful with either! too much hair is better than too little hair.
also..its best to straighten your hair when a day after you wash it. the natural oils will make it straighten so good! (straighten in sections.
