Both Hidie B and Telemiester have given good advice. However in my experience you will get a better exchange rate by taking Dollars, preferably as travelers cheques. When you arrive in Europe.

How much the US dollar is worth compared to the Euro is based on an exchange rate. This rate can and will change daily, so it's virtually impossible to plan ahead to get the best rate. What you can control is the fee that you will be charged to make the exchange. There are a couple of things you can do. First, go to your financial institution and find out if you can order foreign currency and what fee they charge to get it. Second, consider taking foreign travelers cheques - you may be able to get these from your financial institution as well. The third thing to do would be to only take a small amount of cash to travel with, but use an ATM in Germany to get the rest of your traveling money. You will need a credit card or a debit card with the visa/MC logo on it. What ever you do, do not use the currency exchange counter at the airport. I did this and ended up getting charged an arm and a leg for it. If you are desperate, use them as your last resort.
Germany is a wonderful, beautiful place - I hope you enjoy your trip!

There is no 'cheap' way of converting USD to Euros. The exchange rate fluctuates so, at the moment, you will get about 295 euros for $400. The only way you can save is to look for places that charge no commission or go to an American Express office if you have a card.

The best place (and quickest...most effective) is at the airport.
Using a credit/debit card is also a good option but I took a visa card over there and a lot of places didn't accept it. Most only accept something called an EC card.

Europe.

Ok, definitely don't go to a bureaux de change or thomas cook. Go to a bank, preferably one that you bank with & have them exchanged.
