The kitten's mother may well have been around, but just left the kitten in a hidden spot while she was out hunting. The dogs might simply have found it. I would put the kitten back where it was found and wait (hidden from the distance) to see if the mother comes back.
If not, you cannot raise this animal yourself, unless your dad is a license wildlife rehabilitator and has had training to do this. It's difficult to know exactly what a wild animal's - especially a baby - needs are unless you are trained. Not to mention the fact that this animal will very soon grow so much that you will not be able to control it.
You must report this to your local animal control office - look in the phone book under City of ----. Or if your dad works for a state wildlife dept., he must report it to that dept.

How do you know it was abandoned? Was it out in the open? Is it big enough to walk and eat? The mother may well have been out hunting and left the baby.I would put it in a cat carrier and put it under the nearest tree where it was found,then hide and watch to see if the mother comes.If she does,open the door to the carrier,and hide again.The mother should come for the baby.If you're absolutely sure it was abandoned,until you can get it to a wildlife rehab center,buy some kitten milk replacer and a bottle at a pet store and feed it every two hours or so.If it has teeth,you can give it small pieces of raw meat in addition to the milk replacer.It is against the law to possess a wild animal in most states,so you should call your local wildlife officer or animal shelter asap.They will tell you what to do. For now, just go out and buy something called Kitten Milk Replacement formula. Brand name KMR. Do NOT use regular milk like you'd put in your cereal, and do NOT use 'cat milk' brands like Cat Sip or Whiskas cat milk. Those are useless as they don't contain the proper nutrients. Keep the kitten warm in a towel. Rub it's belly and stimulate it to pee and poop. Don't be upset if the kitten doesn't make it because once I found a kitten who had to be put down because it was already too late. Just give it a chance though. Call a vet or shelter when you can for advice.

Call a wildlife rescue...as soon as possible.
if none are around, call the zoo or a vet.
if it's a baby, there's going to be things it needs as well as maybe a chance it can be returned to mom.
Sometimes they wander and aren't lost at all...you need to try and get help before it can't be returned to it's mom!

Don't get to close to it and call animal control they will take care of everything. Just make sure that the kitten stays in one place and stay there with it until animal control get there.

Leave it alone the sow wildcat may be nearby and wildcats have ben known to attack when cornered or something disturbs their kittens, besides that you may get in trouble with the police.

yeah... call animal control. You have to remember that it's still a wild animal, and when it gets older, it can cause harm to you, or anyone else, no matter how tame it seems.
