The government set up the H1B and L1 visa programs. As a result, 9 Indian companies have set up shop in the US and hire nothing but H1B visa holders. The 9 companies account for 20,000 of the 65,000 annual H1B visas granted. US law requires they document why they can't find and hire American workers if the percentage of H1B visa workers employed is greater than 15%. They simply ignore the requirement. The L1 visa program was designed to allow international companies to transfer employees from foreign offices to the US to work. It was intended to allow the transfer of executives and such to assist in US operations. Now, the Indian companies (and a lot of American companies) use the loophole to transfer consultants to the US and hire them out to the IT departments of their clients. Abuse of this program is rampant. Congress wants to increase the H1B visa quota, even though they're aware of the fraud. How can we trust them on the issue of illegal immigration? I certainly can't.

So far, everyone who has responded has hit the nail on the head. This government, fully aware of the fraud in existing "legal" immigration programs, is proposing to increase the H1B visa quota to cater to the desires of Microsoft, IBM, and all the other companies seeking cheap labor here in the US. This makes no sense at all.
