i'm trying to decide on a good editor with a lot of possibilities (for effects), if you know of a better one than these two, feel free to advise, thanks :)

If you're on a budget, MS Digital Image is pretty good, but Adobe Photoshop is the premier image working program.. If you hope one day to get PS, I would get PS Elements instead of MS.

MS does have a thing I like. To rotate an image, you can click on a line that you want straight, and the image automatically rotates and crops. On my "crooked horizon" days, that is a real time saver!

I have been using MS digital image for a couple of years now.

P-shop costs more, and has some added bells and whistles, but MS DI hasnt let me down in anything I have tried to do, as a hobbyist/amateur photog.

That includes multiple layers, photostitching for panoramic views, color editting, and more.
