Hugging can be a very "touchy" subject... literally as well as figuratively. Everyone has their "personal space," and some people get very upset and/or uncomfortable when that space is violated. In our semi-annual "Sexual Harassment" meeting at the pizza place I work at, we were asked to do this exercise. We paired off, and one person was to stand in place while the other "moved in" slowly towards them. When the "standing" person started to feel uncomfortable about the person's closeness, they were to say, "Please stop." People began to realize then that everyone has different tolerances, but in all cases, that "personal space" should be respected.
Now, this is with regards to co-workers, of course, but the same should be done with the "general public." As for family and friends, those personal spaces are usually much less, and hugging is more accepted.
In all cases, if you are unsure, a smile and a polite, "May I give you a hug?" is always acceptable, but don't take it "personally" if the answer is "no."

I'm not much of a hug person. I mean, I'll hug someone, but that person should kinda initiate. I hardly hug my closest friends, but I do hug my family a lot.

my Aunts, Mom, Cousins, etc.
But if anyone wants a hug, I will hug them.
