VERY simplified....when dogs breed, the male's "member" swells, and it creates a "knob" at the base that keeps him from falling out of the female. If that knob was not inside of the female, they didn't achieve a 'lock".
If you don't even know the basics of breeding dogs, why on earth are you doing it??

It wasn't the testes. It was a gland in the male similar to the prostate gland in humans. Sometimes there are two small marble-like protrusions showing near the base of the organ. This is normal. Even neutered dogs have them.

omg! He needs to go to the vet right away! Tell the vet he needs a Vasek-tummy! They will perform a surgery to fix the problem.
