It would seem that this question intended to ask about LDS "missionaries", rather than JW "pioneer ministers".
The vast majority of Jehovah's Witness pioneer ministers receive no particular geographic assignment from the Christian Congregation of Jehovah's Witnesses, but simply stay in an area convenient to home and secular work (yes, nearly a million full-time JW ministers support themselves financially). When an individual minister decides to move to an area where "the need is great(er)", he generally does so of his own volition and without being directed to do so by anyone.

You are getting mixed up with Mormons.
Jehovahs Witnesses do not send 'boys' across the country.
Young married couples who qualify for missionary work,volunteer to be sent to distant countries for a period of time.Otherwise the witnessing work is conducted in our own communities.
Besides the importance of fulfilling Bible prophecy Jehovahs people also place importance on the safety of their young ones.(Matt.24:14)

There is no age limit, It all depends on the child. if they are ready and have bible knowlegde to go preaching. Mathew 24:14 ( And this good news of the kingdom will be preached in all the inhabited earth for a witness to all the nations; and then the end will come)
Mark 13:10 (Also, in all the nations the good news has to be preached first.)
They are not sent out accross the country, they preach near where they live, at school (if they go to school), and anywhere they can and they are not only boys, they are both boys and girls.

First off boys are not sent across the country most will work in their own home town following Jesus example in Matt 28:19,20 and 24:14 and 2nd Tim 4:1-5 this was a commission laid upon all TRUE CHRISTIANS to follow Jesus teachings and example and do just as Jesus did and commanded his followers to do like wise so instead of complaining why are you not following Jesus teachings also they should be praised for their good works not complained about because you arent doing what you are supposed to be doing Gorbalizer

First of all, there is no age limit as too when someone can begin working in the door to door ministry. My children started taking their first doors when they were 8 or 9. It depends on the maturity of the child and if they want to. And yes, my children wanted to do it and they love the ministry.

The JW not only send boys but also girls. My husbands cousins are JW and their children went out as early as 12 but they were with someone with more experience. This is required by this works based religion.

There is no age limit. I've seen toddlers out with adults. Volunteer? HA! Children do what their parents lead them to do. And even the adults don't "volunteer." There is no such thing as a Jehovah's Witness who chooses not to go from door to door. Show me one, and I'll show you one who is minutes from being kicked out.

Not as young as they look; they are selected for a kind of "apple-pie" or all-American look that might make them seem younger than they are. They are always 18 and usually in their early twenties. College students,for the most part. We are used to associating that well-scrubbed look with a somewhat younger age group. Most of us become utter slobs in high school and continue to deteriorate in college.
