You have to file the I-130 first. this is what needs to be approved by the Dept of Homeland Security. This is what actually approves that you are eligible to become resident.
Then once you get the approval from DHS, then you can file the I-485

Must of the time you will file the I-485 once your application has been approve. Since I do not know the details of who is petition for who you might want to see the instructions of the I-485, and look under "Who May File."

You have to file the I-130 first. You have to wait until the person comes to US because he/she needs to take the firgerprints. and if you i-485 comes first and the person is not in US you have to cancel everything!!! that happened to me, my husband filed both at the same time, and i had to do everything again.

i think you can do it at the same time since i filed my 140 with my 148.
140 got approved but 148 is pending.it takes a long time to get processed so i would suggest ask a lawyer and file at the same time.
