Go to the MVA office (have someone else drive you and be with you when you renew) and explain why you didn't renew on time... if it's been less than a year since the license expired, then you won't have to retake the MD driving test... if it has been more than one year... you will be required to start all over again by getting a learner's permit and then a license !!! People forget, so the MVA will forgive you this once !!!

You are not require to have a DL (as long as you don't drive). Therefore, there is no fine for not renewing it. If you drive before you renew it, the punishment is the same as for anyone else driving without a valid license. If you wait too long, you may have to retake the test to get your license back.

You forgot? Wow!. OK, no problem. Got to the nearest MD DMV office, but don't drive, instead ask somebody to take you or go by bus. If you drove, they might arrest you on the spot. Now, depending on the time past, you might have to pay a penalty plus the license renewal. Be honest. That's it.

I did once in Ohio - all they did was send me a notice like 6 months late telling me it was expired. (It was the first time I had to get a new one so I didn't even realize that it was late) I went up and got a new one. I assume if you go a really long time without getting it renewed then you would some money.

In my State, you would have to take the written test all over again, instead of the usual "Photo" then pay for the newly issued card.
Call your local Bureau of Motor Vehicles for the answer, (where you got your license previously).
