The ideal place to hook a fish is in its mouth, of course. The hook is the easiest to remove, compared to it being down in the fish's gut. Catching a "foul hooked" fish is in fact, illegal in most states. Foul hooked itself it hooking a fish anywhere on the body that is not its mouth. For example, if you snag a fish on the side, it's considered foul hooked. Also, even if you hook a fish on the OUTSIDE of the fish's mouth, some states consider if foul hooked. The DNR in your state can actually give you a ticket if they discover that you kept a fish that was caught that way. You'll even hear on the Elite Series on ESPN on Saturday mornings that every once in a while, a guy will "foul hook" a fish. You'll clearly see that the hook was on the fishes head, eye, or side.
