Each state treats that differently. NJ does, NY doesn't. This is the reason the states are trying to ban together and form the SSTP. Streamlined Sales Tax Project. This way there are common definitions for every item, computer software might be one thing in one state, and not taxable, and may or may not mean the same thing in another state and be taxable. Sales Tax is State Specific and totally crazy!

No. Sales tax, as far as I know, applies to goods, not services. Shipping is not a good (product); it's a service, and therefore cannot be taxed.

every state does.....

except deleware(i think).... they have no "tax"
