I recently bought a gas grill from Home Depot. When I inquired about the propane tank, it was explained that if I bought one, it had to be filled, or exchanged. The cost was somewhere around 30 bucks for an empty one, and 18 for the required propane filling. When I went to grab the propane tank, there were only used/dirty tanks. The young man explained that all of their tanks are dirty and/or used. So my question is, if I buy a new looking tank from another vendor, will I have to exchange the new tank for one of those ugly/dirty tanks when the new tank is empty after use?

No the tank you have is your property and they will fill it right their or if you wish you can just exchange it for another.

IF you live in the US, contact the local department of social services. You SHOULD be able to qualify for LEAP to help with the heating bill. They can ALSO refer you to various other available "emergency" help services in your area. (Some areas have few and some have many!) In addition, find out who normally supplies the propane from your landlord. IF the tank is owned by the landlord, he may have a preference as to whom you should use. In many cases the tanks are leased, and MUST be serviced by the leasing propane company. THEN contact the company about setting up an account with them. Don't panic, normally tanks are either 250 or 500 gallon, and 22% is not real bad in either case. (I also have propane and use about 10 gallons a week during the winter!)
