After my mother died I donated her chemotherapy wig and breast prosthesis to Cancer Care (www.cancercare.org). This is in Manhattan, NY. I don't think they take mastectomy bras, though, and now that I've seen your question I realized that I think I still have them from my mother (over 2 1/2 years ago), so I'll check the other answers here to see if there are any good suggestions.

You should donate the prosthesis if you have it, even if it is used. They can be very expensive for someone without insurance, maybe $200-$300.

I'd ask your surgeon if s/he knows someone who needs a masectomy bra but is short on money. I also belong to a Yahoo group for women with breast cancer, I know there a lot of women there who are short on cash that might be interested.

I would suggest offering them on Craigs List (www.craigslist.org) or on Freecycle; there's a Freecycle group on Yahoo, or you can check in your area.
