EVIL - Intentional and unrepentant ignorance*, indolence**, Gluttony+, Bigotry++ and Cowardice.#
As for what can be evil, that would be human beings. Following ones nature is not evil. Thus a shark is not evil when it eats other animals and more then tiger is evil for killing it's prey or a magpie is when it steels shiny objects it spots from the air. Human beings however are different in that it is in our nature to think. We have the ability to reason. A wolf has the potential to be a wolf, and only a wolf. When it comes time for a dominant wolf to lead it's pack the most powerful wolf does just that. Others may try, but only the strongest can be the leader. You don’t see a strong able bodied wolf walk away and ignore the pack because it would rather watch grass grow on the side of the hill. Humans have the potential to better themselves. Yet how many intelligent people would rather selfish then help out. Ignorance, indolence, gluttony, bigotry and cowardice will be the downfall of humanity unless we grow beyond such pathetic things.

Hurting children. Taking pleasure in other people's pain. Taking advantage of the weak and undefended. Brainwashing. Slavery. Murder.
The Harry Potter series presents three unforgivable curses, and does a pretty good job of summarizing evil: (1) The imperius curse which controls others like puppets. (2) The cruciatus curse, which causes pain. (3) A third one, which I won't even write the name of, is the death curse. The interesting thing is that these all require a strong willed witch or wizard who wants very much to cause the harm specified. Simply pointing one's wand and pronouncing the curse is not enough: you have to put very intense will behind it.
That is, evil is not unintentional. It is an act of an evil will.
