not that i can think of but there are art websites that are free to join and network one's art. most places that judge have to do with galleries, competitions, or some kind of sales (either in a physical location or through the net). i don't know of any site that does it just for the sole purpose of judging.

Remember free, you get what you pay for...
Contests: My fave-www.artdeadline.com (25$ a year), but it lists everything!

Saatchi gallery have free space to post art, kinda like myspace fro artists, it is called STUART, you can submit your stuff to be in online competitions there

If you are just wanting a professional critique, call your local university and schedule a review with a professor or grad student. We are nice people, but busy, so it might be brief.

it's an online gallery of one's own art. You can either do it for free with some limitations or pay $5 a month for unlimited use. One option is to rate other people's art. People who view your profile may choose to rate a specific work.

if you are talking about a contest or something I am not sure but there is a site http://www.deviantart.com/ you can put your work on that site and people will comment you. I hope this helps you.
