Can dogs not pregnant get this?Or can they just be inflammed from their heat cycle.

mastitis is inflammation of the mammary gland usually due to infection. Yes a female can get this without being pregnant. The reason is some animals nipples arnt fully closed (sealed) and so bacteria can get in there and can multiply and infect the whole gland.

You need to be aware than unspayed dogs are very prone to mammary cancer, especially if they're more than a few years old, so you should get this checked by a vet.

Yes, they can. It is most likely after they've been in season.
