In my opinion the PICkit2 programmer is a cost effective way to program the PIC16F877.

You need a programmer. The most cost effective tool Microchip sells is the ICD2, which can be used as a programmer and debugger.

easy way is
you write a program in basic on the pc.
compile it using software for ME Labs
burn to PIC16F877 using interface hardware from ME Labs.
insert into breadboard or PCB.
