This is going to necessarily be quite long, as the number of questions asked. Please bear with me on this, and I shall answer them individually.
"Have you seen the laying on of hands in healing?"
Yes, as a matter of fact I have. I have also seen God heal a two year old with a bad scald burn.

Sick Yes, dead no. However, I have no doubt that God will do even that.

"Do you have faith enough to stand up and say you believe the whole complete words of Jesus?"
Yes I do. If he was a liar, then our faith is in vain, and we are still in our sins. He is not a liar though, and what he said is still true today, just as it was true when spoken.

"therefore you should have his power also."
Truly spoken. Yet, many get a misconcieved notion that either "you should all be having all, or a particular (say speaking in tounges), spiritual gift" or that "the spiritual gifts died out in the first century".
When we recieve the spirit, we are given spiritual gifts. However, we can be given just one, or many, and this by the discretion of the spirit:
1Co 12:4 Now there are diversities of gifts, but the same Spirit.
1Co 12:5 And there are differences of administrations, but the same Lord.
1Co 12:6 And there are diversities of operations, but it is the same God which worketh all in all.
1Co 12:7 But the manifestation of the Spirit is given to every man to profit withal.
1Co 12:8 For to one is given by the Spirit the word of wisdom; to another the word of knowledge by the same Spirit;
1Co 12:9 To another faith by the same Spirit; to another the gifts of healing by the same Spirit;
1Co 12:10 To another the working of miracles; to another prophecy; to another discerning of spirits; to another divers kinds of tongues; to another the interpretation of tongues:
1Co 12:11 But all these worketh that one and the selfsame Spirit, dividing to every man severally as he will.
Everyone whom has his spirit within them, does indeed have his power. However, many, through either unbelief or fear (worrying about looking the fool, if it dosen't work for them), bury it in the sand. Read the parable of the talents.
Not all have the same gifts, including speaking in tongues. Read the rest of 1Cor chapter 12.
Now, why are they so rare today?
1Co 14:22 Wherefore tongues are for a sign, not to them that believe, but to them that believe not: but prophesying serveth not for them that believe not, but for them which believe.
Mar 16:17 And these signs shall follow them that believe; In my name shall they cast out devils; they shall speak with new tongues;
Mar 16:18 They shall take up serpents; and if they drink any deadly thing, it shall not hurt them; they shall lay hands on the sick, and they shall recover.
Mar 16:19 So then after the Lord had spoken unto them, he was received up into heaven, and sat on the right hand of God.
Mar 16:20 And they went forth, and preached every where, the Lord working with them, and confirming the word with signs following. Amen.
Everyone may well be familiar with verse 18, that these are but signs of them who believe. However, verse 20 gives understanding, since these signs are give to unbelievers by God. They are confirmation of the truth spoken by the believer. Consider this, if the believer speaks falsehood..... will God confirm that which is not true? What confirmation is given for words that contradict his, or his Sons?

"Dose everything spiritual need to be biblical based?"
Yes, as it is the basis for our belief in God and his Son. It has been put down for us as a means of instruction, for both guidance and doctrine.
2Ti 3:16 All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:

"Can you read the bible and not follow it?"
Yes, that is what is meant by having eyes to see, and not seeing, and ears to hear, and not hearing". It means that those having hardened (resistant) hearts will see, read, and hear but still not understand.
Mat 13:15 For this people's heart is waxed gross, and their ears are dull of hearing, and their eyes they have closed; lest at any time they should see with their eyes, and hear with their ears, and should understand with their heart, and should be converted, and I should heal them.

" do you believe everything you preacher says or do you read the bible yourself?"
Nowhere in scripture does it even imply that we are to believe the words of any man simply on faith, or that our understanding comes from men. Scripture does say, however, that we are to:
1Th 5:21 Prove all things; hold fast that which is good.
and that:
Joh 16:13 Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.
Considering these words:
Gal 1:8 But though we, or an angel from heaven, preach any other gospel unto you than that which we have preached unto you, let him be accursed.
Gal 1:9 As we said before, so say I now again, If any man preach any other gospel unto you than that ye have received, let him be accursed.
Gal 1:10 For do I now persuade men, or God? or do I seek to please men? for if I yet pleased men, I should not be the servant of Christ.
Gal 1:11 But I certify you, brethren, that the gospel which was preached of me is not after man.
I would definately state that Paul was adamant, and also remember that he praised the Bereans in Acts for:
Act 17:10 And the brethren immediately sent away Paul and Silas by night unto Berea: who coming thither went into the synagogue of the Jews.
Act 17:11 These were more noble than those in Thessalonica, in that they received the word with all readiness of mind, and searched the scriptures daily, whether those things were so.
Put it this way, I hope that YOU CHECK MY WORDS HERE, as I literally do not want you to take my own words on faith.

I do my absolute best. My own words above should testify of this. When I find my own beliefs to be against scripture, I believe scripture... It has happened before, and there is much that has not been revealed yet unto me, which means that what I know tends to be fluid, with the guidance of the spirit giving understanding.

If I find myself in error through the spirit and scripture, I repent, and change. I try not to be shaken by the winds of doctrine, but sometimes a person can make a convincing argument. The main defense we have is listed at the end of Hebrews 5, and the start of 6:
Heb 5:13 For every one that useth milk is unskilful in the word of righteousness: for he is a babe.
Heb 5:14 But strong meat belongeth to them that are of full age, even those who by reason of use have their senses exercised to discern both good and evil.
Heb 6:1 Therefore leaving the principles of the doctrine of Christ, let us go on unto perfection; not laying again the foundation of repentance from dead works, and of faith toward God,
Heb 6:2 Of the doctrine of baptisms, and of laying on of hands, and of resurrection of the dead, and of eternal judgment.
Heb 6:3 And this will we do, if God permit.

If someone states "that is not biblical" without stating why and where, then is the statement not empty of meaning? It is a cloud without rain, food without nourishment. We are to have a ready answer for the hope which lies within.
1Pe 3:15 But sanctify the Lord God in your hearts: and be ready always to give an answer to every man that asketh you a reason of the hope that is in you with meekness and fear:
1Pe 3:16 Having a good conscience; that, whereas they speak evil of you, as of evildoers, they may be ashamed that falsely accuse your good conversation in Christ.

I would be asking why myself. If something is biblical, then it truly IS in the scriptures, and a Christian should show where. There is literally so much false doctrine now, that a person should be allowed to discover WHY what you say is or is not truth. Neither God, nor his words (scripture), nor his Son, are respecters of men, and all tend to dispell lies and confusion.

Yes I have seen people healed...I myself have been healed, Yes I have seen people delievered from demons. Yes I do have faith enough to say that I to have the power that Jesus had.
Here's proof, the bible says......
John 14:12
I tell you the truth, anyone who has faith in me (Jesus) will do what I have been doing. He will do even greater things than these, because I am going to the Father.
Matthew 10:5-8
5These twelve Jesus sent out with the following instructions: "Do not go among the Gentiles or enter any town of the Samaritans. 6Go rather to the lost sheep of Israel. 7As you go, preach this message: 'The kingdom of heaven is near.' 8Heal the sick, raise the dead, cleanse those who have leprosy,[b]drive out demons. Freely you have received, freely give.
Jesus also tells us that when we do these things.......
Matthew 10:22-23
22All men will hate you because of me, but he who stands firm to the end will be saved. 23When you are persecuted in one place, flee to another. I tell you the truth, you will not finish going through the cities of Israel before the Son of Man comes.

I believe having power like christ, or working miracles, is more than just faith, it needs the power and Authority (permission) from God.
4 And no man taketh this honour unto himself, but he that is called of God, as was Aaron.
