Under the rug is carpet so I am not sure how well tape will work.

Actually they make a double sided tape that works for carpet... check with your home-improvement store (Lowe's, Home Depot, ect.) they should be able to help.

You could try using simple duct tape on the underside of the rug, at corners and along the edge. This should stiffen the rug at those locations and may prevent curling.

The best solution would be use of "double sided tape". This adheres to the rug and the floor. If the floor is wood, you may have some difficulty removing the residue of adhesive.
This tape is available at Home Depot and some floor covering stores.

If you have a pad under the rug, try the double sided tape and adhere to the pad.

Your problem is dangerous and may cause an injurious fall.

I just have a thought.

You can tape some small metal washers to the under side.

If you have an area that you can turn the rug over & spray the back side with starch, this should stiffen the rug up & help it lay flat. Be careful with where you get the starch.

there is a special double sticky side under rug kindaof mat. i use at my house with carpet and a rug. it works really well.

use two sided carpet tape, and /or roll it in the opposite direction for a shoprt time.

just use double sided tape. it's what they use in dept. stores to keep the rugs in place. it comes off easy too. ( i used to work in display)
