I am a Canadian citizen living in the UK. I do not seem to have a eligible guarantor to sign my passport application. What are the other options in this circumstance. Also I do not have a Canadian id card nor any other Canadian state issued documents, except my birth certificate. Will I be able to use my UK issued driving license as another proof of identity, or does it have to be issued by a Candain authority?

Did you check out their website and the Canadians living abroad section? For documents to support identity, it says provincial drivers license or local equivalent for the country you live in. So your UK drivers license is fine.

Then click on 4. Guarantor. You can fill out a Statutory Declaration in Lieu of Guarantor at the Canadian Embassy.

i agree with the previous answer, however you if you are not in a rush to get your passport, i do know that they are relaxing the guarantor section.... basically starting in Oct. any one who has a valid passport can act as a guarantor for a first time applicant. check out teh passport canada website as i'm not sure if it applies to those living abroad.
